Sales, is chairman of the Hong Kong Olympic Academy and honorary life president of the Sports Federation and Olympic Committee of Hong Kong. He was also a member of the Hong Kong Basic Law Consultative Committee. A Hong Kong-based businessman of Portuguese descent, de Sales was a prominent figure in public life in Hong Kong for many years, both as an appointed member of the Urban Council from 1 April 1957, and its chairman for many years from 1 April 1973, and as president of the Olympic Committee of Hong Kong and head of other sports organisations in the territory. A former president of the Club Lusitano de Hong Kong, he continues to be an important member of the Portuguese-descent community of Hong Kong.
